Q.1. Whether an applicant from a holding company is considered as an internal candidate for a post in its subsidiary companies and vice-versa?
Ans.

An applicant from a holding company is considered as an internal candidate for a post in its subsidiary companies and vice-versa.

The same is also applicable for all the subsidiary companies of a holding company. The applicants from one subsidiary company are considered as internal candidates for the posts in other subsidiary companies and holding company as well.

Q.2. When is the result of a Selection Meeting published?
Ans.

The details of all the candidates interviewed and the candidate recommended by the PESB for each vacancy are placed on the website of the PESB on the the same day that the interviews are held.

Q.3. How many times can a candidate appear in Selection Meetings in a calendar year?
Ans.

A candidate may apply any number of times in a calendar year, but he/she  would be allowed to appear for a maximum of three times in selection meetings in a calendar year, including the occasions on which he/she is shortlisted but remains absent in the selection meeting.

Q.4. Will an advance copy of the application be entertained?
Ans.

Only such applications as are received in the PESB on or before the last date and time, through proper channel will be considered. The channel for different categories is indicated in Para V of the Job Description of the concerned post. The applicants, however, must apply online on PESB’s web portal.

Q.5. Is a retired person or an unemployed person eligible to apply for a post in any CPSE?
Ans.

 

Candidates are shortlisted based on the requirements prescribed in the Job Description circulated, which stipulates that the applicant must, on the date of application, as well as on the date of interview, be employed in a regular capacity. Therefore, retired or unemployed persons are not eligible for applying for a Board level post in a CPSE.

Q.6. Are applicants from Public Sector Banks (PSBs)/Financial Institutions (FIs)/Autonomous Bodies (ABs) eligible to apply for Board level posts in CPSEs?
Ans.

Yes. The applicants from these categories are eligible to apply for Board level posts in CPSEs. However, their application will have to be forwarded to the PESB by the Nodal Officers of the Administrative Ministry/Department concerned. This is clearly indicated in the Job Descriptions at para V.

Q.7. What are applicable guidelines on job hopping?
Ans.

The broad contours of job hopping guidelines have been given at Para (B)(9) of chapter 2 of DoPT Guidelines dated 29.08.2017 regarding Board Level appointments in CPSEs. The following is further clarified:


(i) An applicant should have completed two years of service on the date of vacancy from the date he/she had joined the current Board level post (irrespective of the time he/she had joined the current Board level post (irrespective of the time he/she has spent overall at the Board level in the present company) so that job hopping restriction is not attracted.

(ii) Movement from one subsidiary company to another subsidiary or holding company is allowed if the movement is to a higher scale.This will be treated as vertical hopping.

(iii) Movement friom subsidiary company to holding company is allowed even if the movement is in the same scale. This is also treated as vertical hopping.

Q.8. What is shortlisting criteria for Director (HR) or Director (Personnel) posts?
Ans.

The applicants having experience in core HR/Personnel Management (PM)/Industrial Relations (IR) matters are given preference over other candidates who have a mix of HR and Head of Projects/Units experience and the candidates who have no HR experience but have experience of working as Head of Projects/Units. The guidelines issued by the PESB on 05.08.2022 in this regard may be perused by the applicants before applying. The Nodal Officers, while forwarding the applications, should also verify the applications keeping these guidelines in mind.

Q.9. Whether incomplete applications are accepted by PESB?
Ans.

Applications received online only are considered by the PESB. Incomplete applications with deficiencies such as non-uploading of photographs, incomplete details about the experience(details of each position held during the last 10 years indicating nature of duties should be filled) or any other incomplete information in the application form, are liable to be rejected by PESB.

Q.10. Whether applications received offline are accepted by PESB?
Ans.

No offline applications shall be accepted by the PESB. The applicants must necessarily register themselves in the PESB portal at https:// pesb.gov.in . The Nodal Officers from CPSEs and from the Ministries/ Departments of the Govt. of India and from the State PSEs must also register themselves in the PESB portal at https:// pesb.gov.in for forwarding the verified applications online to PESB. In exceptional circumstances, the Nodal Officers can download the applications filled in the PESB Portal and forward the same to PESB after due verification.

The PESB reserves the right to accept or reject such applications.

Q.11. Does the PESB consider the representations received from the applicants
Ans.

The PESB considers only those representations that are received through the proper channel, which is through the concerned nodal Ministry/Department/CPSEs. The representations received directly by the PESB from applicants shall be summarily rejected. The decision of the PESB to reject or admit the representation shall be final.

Q.12. Whether any support is given to the applicants or the nodal officers to resolve technical issues, if any, with online application system, while submitting the application form or during the registration?
Ans.

Yes, the applicants or the nodal officers can reach out at support-pesb@gov.in or 011-24361230 for any technical issue in the online system in relation to the application process, including the registration. However, PESB shall not be responsible for technical glithes at the applicants' or nodal officers' end.

Q.13. Are selection meetings held through physical mode?
Ans.

No, all the selection meetings at present are being held through video conferencing mode. The applicants, representatives of the Administrative Ministries/Departments and CMDs of the CPSEs are also requested to be present for the selection meetings through VC. PESB shall not be responsible for any technical glitches at the applicants end. In this regard, the applicants are requested to ensure a robust internet connection while attending the selection meeting through VC.

However, there is no bar on holding Selection Meetings through the physical mode by PESB.
